Économie de guerre climatique : de quoi parle-t-on ?

Abstract

L'idée d'un nécessaire basculement vers une « économie de guerre » afin de faire face à l'urgence écologique gagne en popularité. On oublie cependant dans ce débat qu'une économie de guerre repose d'abord et surtout sur une politique de contrôle des prix et de rationnement, comme le montre l'exemple emblématique de l'économie américaine pendant la Seconde Guerre mondiale. Effort de guerre et urgence climatique : dans les deux cas, la suspension du mécanisme de marché dans certains secteurs clés semble justifiée pour atteindre les objectifs de production recherchés tout en limitant le coût social de la transition. Une différence notoire concerne toutefois l'acceptabilité sociale des mesures politiques, bien plus difficile à construire dans le contexte de la crise climatique et écologique.
