Abstract

En France comme ailleurs, les prisons sont confrontées au défi de préparer la réinsertion des détenus et de prévenir leur récidive. Le travail en détention offre théoriquement un moyen direct d'améliorer les perspectives de réinsertion, mais à peine plus d'un quart des détenus ont aujourd'hui accès à un travail en France, contre 36% il y a vingt ans. Cet article propose une synthèse des enjeux du travail pénitentiaire et de son fonctionnement. Il passe en revue les principaux travaux théoriques et empiriques sur les impacts des programmes de réinsertion, et discute des effets potentiels du travail pénitentiaire sur le bien-être social. Faisant le constat d'un manque d'offre et d'un sous-investissement public massif en France au regard des externalités en jeu, l'article propose enfin des recommandations de politique publique visant à redonner au travail pénitentiaire tout son potentiel.
