Abstract

Le 21 février 2022, Patrick Bernasconi remettait au Premier ministre Jean Castex son rapport intitulé « Rétablir la confiance des Français dans la vie démocratique ». La lettre de mission, datant de juin 2021, s'inscrit dans la volonté de « faire de la participation citoyenne une modalité d'action pérenne du gouvernement », repose sur la conviction qu' « une meilleure articulation du rôle des différents acteurs doit notamment permettre de gagner collectivement en efficacité, tout en renforçant la lisibilité, la visibilité et la qualité des exercices participatifs » et fixe l'objectif de « préciser le cadre d'intervention de l'Etat pour structurer une nouvelle méthode d'action publique ». Il s'agit notamment d'établir un état des lieux de la participation citoyenne en France et à l'étranger, de mesurer les effets de cette participation en France et d'esquisser les moyens de l'améliorer.
