How to govern the transition to a circular economy?

Abstract

The paper analyzes the construction of a French public "policy" of transition to a circular economy since the beginning of the 2010's. The first part examines the political and administrative genesis of this "complex" public problem, which makes the development of intersectoral policy unavoidable. The second part shows how on various tools of public policy which target a particular model of the circular economy, compatible with the maintenance of a capitalist-type economy.
