Abstract

The paper analyzes the development path and economic performance of central cities group in comparision with the whole economy and within group. These cities have a higher living standard than the country average, but within group, there exists a diversification of economic-social-environmenttal development along with a convergence of institutional quality. Thus, the paper suggests that the central cities can transform from the stage of attracting external resource to the stage of creating spill-over development to other provinces. Moreover, the diversification of economic-social-environmental development needs also to be reflected on the public policy in the future.
