Abstract

La Commission pour l'avenir des finances publiques a présenté son rapport en mars 2021. Il annonce en exergue la teneur de ses conclusions par cette analyse lapidaire de Pierre Mendès France selon lequel « un pays qui n'est pas capable d'équilibrer ses finances est un pays qui s'abandonne ». La crise du Covid-19 a fortement ébranlé l'économie nationale, avec des périodes de confinement et de protection constante qui agit sur la productivité de ceux qui maintiennent une activité économique reconnue. La réaction à la pandémie a été immédiate. La violence de la crise économique et sociale justifie un fort soutien massif de l'Etat à l'appareil productif, par un soutien significatif notamment par le canal du chômage partiel. Pour lutter contre la dette publique, plusieurs méthodes ont été utilisées dans l'histoire, comme le recours à l'inflation, la répression financière, l'augmentation des impôts ou les rééchelonnements, mais aucune option n'est neutre économiquement et socialement. Les finances publiques constituent un champ de bataille des luttes sociales, avec pour arbitre un gouvernement lui-même rarement neutre.
