Abstract

Telemedicine is the use of telecommunication and information technology to provide clinical healthcare from a distance. This paper characterizes and discusses the link between the form of the public policy of telemedicine and the level of development/underdevelopment of this sort of medicine. Three European countries, with different level of development of telemedicine are investigated through a systematic literature review: Denmark, France and United-Kingdom (Scotland). The first part describes the methodology of data collection and data analyse. The second part crosses three typologies of new public management and identifies four hybrid forms of public action. The third part characterizes the national policy for telemedicine within the typology of the forms of new public management. The last part discusses the level of development of telemedicine according to the sort of new public management and its related definition of performance. The analysis shows that differences in the level of development can be explained more by the form of health systems than by the productive model of public action.
