Abstract

Parmi les nombreuses contributions de Jean-Claude Berthélemy à l'économie du développement, il en est une qui a particulièrement retenu l'attention, son article sur les facteurs de l'allocation géographique de l'aide entre pays receveurs. Je partirai de cet article bien connu (Berthélémy, 2006, voir aussi Berthélémy et Tichit, 2004) pour illustrer mon propos sur les liens, parfois difficiles à démêler, entre le positif et le normatif dans les questions d'aide au développement et plus particulièrement dans celle de leur allocation.
