Abstract

Les services d'alimentation en eau potable et d'assainissement collectifs s'appuient sur des infrastructures qui génèrent des coûts importants pour leur financement et leur entretien. Une fois ces infrastructures dimensionnées, ces coûts varient relativement peu en fonction de l'utilisation du réseau. On parle de coûts fixes, qui représentent plus de 80% des coûts totaux du service. A contrario, en France, à partir de la mise en place des compteurs, la facturation du service d'eau potable a généralement été liée au volume consommé, et ce principe a ensuite été appliqué aux services d'assainissement collectif, même si la quantité d'eau rejetée – ou même la quantité de pollution rejetée – ne dépend pas seulement de la quantité d'eau consommée. La réglementation prévoit ainsi que l'usager verse une redevance pour le service rendu, comportant une part fixe (ou abonnement) et une part variable, liée à sa consommation. Cependant la part fixe ne couvre le montant des coûts fixes, excepté dans certain cas, dont les facturations au forfait.
