Abstract

Pour la plupart des pays en développement, les nouveaux prêts qui leur sont consentis chaque année ne représentent pas un volume de ressources suffisant pour leur permettre d'assurer le service de leur dette. Ce « problème du transfert financier net » a suscité beaucoup d'inquiétudes mais n'a guère été analysé. A partir d'une étude des ajustements réalisés par les principaux pays débiteurs dans le domaine budgétaire et dans celui des échanges, le présent rapport expliquepourquoi ces pays n'ont généralement pas réussi à rétablir leur cote de crédit au niveau international. S 'inspirant des principaux enseignements du débat classique sur la question du transfert, il souligne que les principaux obstacles à l'amélioration de la qualité de la dette des pays considérés sont l'insuffisance des financements du secteur public et la faible diversification des exportations.
