Abstract

A Madagascar, on observe l'émergence de plusieurs petits projets de PSE pour la gestion de bassin-versant, portés par différentes ONG. Malgré cette dynamique, il n'existe toujours pas de politique publique concernant des paiements pour services hydrologiques au niveau national. Les organismes d'Etat se structurent lentement mais des PSE eau à petite échelle semblent se développer, non sans rencontrer des obstacles. Ce papier vise à interroger cette « gouvernance à deux vitesses » : pourquoi n'y a-t-il pas d'urgence à organiser la vente des services hydrologiques au niveau national, comme c'est le cas pour le carbone ? Dans un tel contexte, comment les ONG parviennent-elles à créer des PSE au niveau local ? De quels outils disposent-elles ? Peut-on parler d'un nouveau mode de gouvernance de l'eau ? Notre hypothèse est que, dans un contexte politique confus et instable, l'approche par les PSE vient mettre en évidence les lacunes de la gouvernance de l'eau et permet d'observer les mécanismes de régulation que les acteurs mettent en place pour surmonter ou contourner les blocages rencontrés.
