La Prime Pour l’Emploi : pour qui, pour quoi ?

Abstract

La réforme fiscale annoncée en septembre dernier comprend une augmentation substantielle de la prime pour l'emploi (PPE) qui s'inscrit dans la stratégie pour l'emploi du Gouvernement. Comme son nom l'indique, la PPE a pour premier but de favoriser l'accès à l'emploi en rendant le travail plus attractif relativement à l'inactivité. Ce faisant, elle est censée encourager les personnes au chômage ou inactives à reprendre un travail, la finalité étant d'augmenter l'emploi. Elle est également utilisée, et ce depuis sa création, comme un instrument d'équité fiscale permettant d'étendre les bénéfices des réductions de l'impôt sur le revenu à des foyers non imposables. Enfin, elle constitue un moyen de redistribuer du pouvoir d'achat aux travailleurs à bas salaires et ceci sans peser sur le coût du travail. Que dire de la PPE ? Quels sont ses effets sur l'emploi, ses effets redistributifs ? Quelles personnes sont concernées ? Quelles incidences a-t-elle en termes de solidarité ?
