Abstract

Dans les années 1980 et 1990, les pays anglo-saxons ont réformé leurs systèmes de protection sociale dans la direction du « workfare ». Justifié par ses partisans pour des raisons à la fois économiques et morales, le workfare repose sur l'idée que l'octroi de prestations sociales doit être conditionné à certaines contreparties, sous peine de décourager le travail et enfermer les bénéficiaires des aides dans des trappes à inactivité, donc à pauvreté. Hélène Périvier se concentre ici sur le cas américain. Elle dresse un bilan du passage du « welfare » au « workfare », après un rappel des principales réformes effectuées dans ce sens. Si les premières évaluations du programme indiquent des effets plutôt positifs, en termes de retour à l'emploi et de sortie de la pauvreté, un examen plus approfondi fait apparaître un certain nombre de faiblesses. D'une part, l'efficacité du dispositif est très liée à la conjoncture ; d'autre part, le retour à l'activité se fait la plupart du temps sur des emplois de mauvaise qualité. Le workfare pose en outre le problème de l'exclusion des personnes les moins employables des filets de la protection sociale.
