Qu’est-ce qu’un pays émergent ?

Abstract

La notion d'économie ou de pays émergent est remarquablement mouvante, que ce soit dans le discours public ou dans celui, plus spécialisé, des sciences sociales. S'il est facile d'identifier des économies riches qui ont fini d'émerger et d'autres, par exemple en Afrique, qui n'ont jamais émergé, le partage entre les deux n'est pas aussi clair : la Corée, la Grèce ou le Portugal ont-ils fini d'émerger ? Le Pérou ou le Maroc sont-ils entrés dans ce club envié ? On pourrait donc mettre en question la pertinence de ce terme, qui semble classer bêtement les pays selon qu'ils sont devant, derrière ou entre les deux. À l'évidence, une variété immense de caractères lui échappe, comme en témoigne la superclasse des BRIC (Brésil, Russie, Inde et Chine) créée en 2003. Pourtant, si le contenu est incertain, le concept se vend bien : des milliards de dollars sont désormais placés dans des fonds d'investissement exclusivement spécialisés dans cet assemblage. Plus généralement, les titres financiers issus des pays émergents sont la classe d'actifs qui a offert ces dernières années les rendements les plus élevés.
