Précarité énergétique et justice énergétique : un droit à l’énergie est-il pensable ?

Abstract

UK is a pioneer in the fight against fuel poverty and is stimulating EU debate on the issue but still the issue of energy justice seems to be missing. The paper aims at reporting the multidimensional challenges at stake when dealing with the issue of fuel poverty in the EU as well as the questions linked with the notion of energy justice. It also evaluates the impact of public policies on the distributive justice. Finally on the basis of research work carried out by EU researchers, among whom Gordon Walker, it raises the question of the introduction of a right to energy and how it could improve energy equity.
