Re-territorialisation des enjeux de production et élargissement des espaces d'échanges

Abstract

Les travaux sur la notion de territoire ont pris un essor particulier lorsque la prise en compte de cette dimension a permis de mettre en évidence les effets particuliers en terme de croissance joués par la localisation de certaines activités et l'accès ou le développement de certaines ressources afférentes (Rallet et Torre, 1995 ; Gilly et Torre, 2000). Mais, symétriquement, on peut reconnaître également qu'une nouvelle dynamique a été initiée, plus récemment, lorsque les recherches ont paradoxalement montré que la proximité de certaines activités entre elles et donc le partage de certaines ressources n'étaient pas uniquement sources d'externalités positives et pouvaient tout autant, sur d'autres plans, être sources d'externalités négatives (Kirat, 1999 ; Papy et Torre, 2002). De ce point de vue, ce sont très probablement les travaux en économie de l'environnement qui ont alimenté cette nouvelle perspective, en faisant apparaître de nouveaux acteurs (populations riveraines, associations, nature), qui pouvaient justement désigner l'existence de ces externalités négatives.
