Abstract

Le gouvernement britannique a mis en place en 1998 un cadre de politique budgétaire qui, comme le Pacte de stabilité et de croissance adopté au Conseil européen d'Amsterdam en juin 1997, est soucieux de la " soutenabilité " à moyen terme des finances publiques, mais qui utilise des règles différentes. Après plusieurs années de politique restrictive, le gouvernement a conduit une politique budgétaire délibérément expansionniste en 2001 et 2002. Le Royaume-Uni s'est engagé dans une politique de remise à niveau des services publics de santé, d'éducation et d'infrastructures, qui se traduit par une hausse rapide des dépenses publiques (...).
