Comparaison des données internationales sur les exportations d'armement

Abstract

L'hétérogénéité des sources et des méthodes d'évaluation des données sur les exportations d'armement rend particulièrement délicat l'exercice consistant à comparer les performances des différents acteurs et constitue ainsi un obstacle à la transparence de ces informations. L'analyse des performances des pays et de leur positionnement relatif sur le marché mondial nécessite un retraitement des données pour définir des périmètres homogènes et comparables. La pertinence de l'indicateur dépend en effet de l'objectif poursuivi par l'analyse, certains pays mettant l'accent sur le dynamisme commercial à l'export de leurs entreprises d'armement (mesuré par le volume des licences ou des prises de commandes) tandis que d'autres se réfèrent à la dynamique productive associée aux exportations (mesurée par les livraisons).
