La défense dans les régions

Abstract

En 2015, la France consacre 1,80 % de son PIB à la défense hors pensions, chiffre supérieur à la moyenne européenne qui s'établit à 1,43 % (source OTAN). Elle possède des implantations militaires réparties sur tout son territoire et la commande publique vers l'industrie de défense est pourvoyeuse d'emplois locaux. La Défense apparaît donc avoir un impact territorial certain [Fontanel, 1994 ; Le Nouail et Sauvin, 1996]. En période de redéfinition et de redimensionnement des commandes militaires, la revitalisation territoriale est devenue un enjeu politique [Ginet, 2011] et économique [Frigant et Jullien, 2011]. Il est alors éclairant de détailler la place de la Défense dans les territoires afin de procéder à l'évaluation ex ante des conséquences territoriales d'une modification de la politique de défense [Droff et Malizard, 2014] et à l'évaluation ex post des initiatives de revitalisation régionale [Hooper et Cox, 1996]. Cette publication contribue à cet objectif en présentant une information sur la place de la Défense dans les régions françaises. Dans la lignée du rapport conjoint Economists Advisory Group et Centre For Defence Economics (1992), elle offre une vue d'ensemble et actualisée. Cette information complète d'autres analyses quantitatives sur l'empreinte locale de la Défense.
