Abstract

This conceptual research aims at modeling the decision-making process within the governance of public policies which can be able to integrate the temporal complexity (uncertainty, hazard, impact) and the territorial spatial complexity (local/global and interconnections) of decision-making in the crisis context and beyond.This is a proposal that seems unique to us on three levels. First of all, although being in the field of Management Sciences as a research question, its construction is multidisciplinary in the sense that the theory of systems and the paradigm of complex thought are naturally intertwined for any theoretical modeling. The second singularity, permitted by the first, is to take into account formally but just as naturally, the emotional, irrational and interpretative dimension of any social fact and actors game, in the issue of ultimate efficiency of the governance of public policies. The third singularity concerns the fact that, beyond the purely theoretical aspect, the study contains the proposal of an operational implementation plan. It is a functional decision support diagram, for the governance of public policies, a closed-loop, anticipatory diagram integrating multi-science knowledge, in continuous time action-research.
