Efforts d'équipement de défense : un coût net modéré pour l'État

Abstract

Les efforts financiers en matière d'équipement dans le domaine de la défense répondent à des enjeux opérationnels, politiques, ainsi que stratégiques. En tant que troisième poste dans le budget général de l'État, le poids des efforts de défense est cependant parfois souligné en raison de son importance. En pratique, une évaluation du coût net, pour l'État, des dépenses d'équipement révèle qu'il s'avère modéré dans la mesure où la moitié des dépenses originelles abondent ensuite les ressources de l'État dans un horizon inférieur à deux ans. Cette étude détaille la méthode suivie concourant à ce résultat.
