Abstract

De Bruxelles à Paris, en passant par Berlin ou Rome, le rail a le vent en poupe. Pour réduire les émissions de gaz à effet de serre (GES) des transports, il est une nouvelle fois appelé à devenir la colonne vertébrale des mobilités. Pour cela, des aides publiques massives sont annoncées. Il en est attendu une forte progression des trafics et de la part modale du ferroviaire. Le problème est que de telles promesses ont déjà été faites il y a vingt ans, sans être tenues. Les choses sont-elles différentes aujourd'hui ou les mêmes causes produiront-elles les mêmes déceptions ?
