Abstract

Il y a dix ans, la commission « Mobilité 21 », à laquelle j'ai eu l'honneur de participer, rendait son rapport au Premier ministre. Le classement des 73 projets examinés réservait des surprises. Mobilité 21 proposait en effet une nouvelle façon d'aborder la question des infrastructures de transport en se défiant de la polarisation sur les grands projets. Depuis, les politiques publiques ont du mal à intégrer les implications de ce nouveau paradigme.
