Une analyse de la politique énergétique chinoise à partir des plans quinquennaux : vers une transition énergétique bas-carbone

Abstract

La première section de ce chapitre présente la politique énergétique chinoise de 1980 à 2010 et met en lumière son double objectif : l'amélioration de l'efficacité et de la sécurité énergétique. La section deux montre que la politique énergétique se dote d'un troisième objectif à partir de 2011 et qu'elle permet d'amorcer un processus de transition énergétique bas-carbone en Chine. La section trois met en évidence les trois principaux défis à relever par le gouvernement chinois afin que le processus de transition énergétique initiée depuis le XIIe plan aboutisse à une transition soutenable du système énergétique chinois.
