Analyser l’impact social : l’effet net

Abstract

La méthodologie de l'analyse d'impact récompensée à l'occasion du dernier prix Nobel d'économie est ancrée dans l'économie du développement depuis plus de 15 ans. C'est également dans ce contexte que cette méthodologie est née. Elle est fortement articulée avec la mise en place d'actions sur différents terrains, principalement dans les pays dits en développement, avec un focus de lutte contre la pauvreté. Il s'agit, sans entrer dans les éléments techniques, de présenter une sorte d'arbre de décision guidant le choix de la méthode appropriée. En effet, toute action sociale est située dans un contexte spécifique, dont il convient de tenir compte afin que l'effet net soit bien un effet net. Il s'agira dans l'intervention d'amorçage de donner l'intuition de ces arbitrages afin de pouvoir les mobiliser directement dans les discussions quant aux impacts dont la mesure est souhaitée dans le cadre de l'action social wallonne auprès des plus démunis.
