Abstract

La crise du coronavirus sera sans doute un moment important dans le débat sur la refonte de la politique économique et le comportement de l'économie nationale marocaine. Diverses interventions, portant sur les impacts socio-économiques et les réponses du Comité de Veille Économique, préconisent des relances par la dépense publique ou des stimulations monétaires vigoureuses que l'on croyait définitivement tombées dans l'oubli. Rédouane Taouil, livre des éléments de réflexion sur les termes de ce débat en mettant en exergue le rôle des règles et institutions qui encadrent la politique économique. Ce faisant, il suggère de réexaminer les leviers budgétaires sous l'angle de leur double fonction de régulation conjoncturelle et de prise en charge de l'accès à des droits sociaux.
