Abstract

Lors de sa conférence de presse du 25 avril 2019, en conclusion du « Grand Débat », le président de la République annonçait comme première mesure « la suppression des Grands Corps d'État ». Il allait confier une mission à l'avocat Frédéric Thiriez en ce sens. Après une élaboration difficile, le « rapport Thiriez » était remis mi-février 2020 au gouvernement. La fracassante annonce présidentielle semble remisée aux oubliettes. Les Grands Corps s'en sortent saufs, avec quelques infimes modifications à la marge. L'ENA serait supprimée… mais la future EAP (École d'Administration Publique) lui ressemble beaucoup : une ENA plus importante, confortée. Quant à la diversité sociale, sujet à travailler bien à l'amont des grandes écoles, sont reprises des mesures déjà annoncées il y a douze ans – ce qui est intéressant n'est guère neuf, et vice-versa. Bref, nihil novi sub sole.
