Abstract

Pour sa 63ème réunion officielle en mars 1982 à Bagdad, l'Opep a voté des quotas de production pour l'ensemble de ses pays, décision historique prise en réaction au contre-choc pétrolier de 1980. Après les crises pétrolières de 1973 et 1979, les pays consommateurs de pétrole avaient coordonné leurs politiques d'approvisionnement, notamment au travers de l'Agence internationale de l'énergie, créée en 1974, ce qui avait eu pour effet une baisse significative du prix du baril. L'Opep s'est ainsi organisée pour faire face à ce nouveau surplus d'offre en gelant sa production au travers de quotas proportionnels au niveau des réserves de pétrole de chaque pays-membre.
