À quoi sert une banque centrale (européenne) ?

Abstract

Les interventions de la Banque centrale européenne depuis le déclenchement de la crise de 2007-2008, principalement sous la forme des politiques dites non conventionnelles, continuent de susciter de vives interrogations, d'une part sur leur compatibilité avec la principale mission assignée à la Banque – qui est la stabilité des prix –, et, d'autre part, sur leur efficacité dans l'assainissement des systèmes bancaire et financier et la reprise de la croissance dans la zone euro. Ces débats, bien que légitimes, omettent cependant la question du rôle fondamental d'une banque centrale dans l'économie, au-delà des actions qu'elle devrait mener en fonction des choix politiques du moment. Cet article revient sur cette question en la contextualisant, avant de considérer la pertinence des actions de la Banque centrale européenne dans le contexte actuel de l'Eurosystème.
