Abstract

Dans un contexte de précarisation des trajectoires d'emploi, la protection sociale apparaît souvent en défaut. Non seulement la montée du chômage et de la pauvreté pèsent sur son financement, mais elle n'assure pas des garanties de revenu suffisantes à un volant important de travailleurs précaires ou privés d'emploi. Le volet insertion des politiques sociales est quant à lui incapable, dans un contexte de chômage massif, de pourvoir aux besoins. La protection sociale est alors sujette à toutes sortes de propositions, voire de mythes. Elle serait le problème pour ceux qui considèrent que les politiques sociales découragent de travailler, et pour d'autres la solution – un revenu inconditionnel permettant à chacun de vivre même sans travailler, ou en travaillant hors de l'emploi et du salariat.
