Abstract

The political decision to create a capacity market to address the issue of the generation adequacy during peak load periods was taken in 2010. However, the French capacity market was established in January 2017. Such a delay might be explained by theoretical discussions about the necessity to provide additional incentives to the electricity wholesale market price signal to generate collectively optimal investment decisions or about the capacity mechanism optimal design. This seven-year process is the consequence of the difficulties encountered to reach a consensus among the French electricity market stakeholders and to guarantee its compliance with the European Commission's requirements, both in terms of competition rules and energy policy. This article analyses how a compromise between energy policy related objectives and competition law requirements was obtained
