Abstract

[fre] Depuis 1986, le dispositif d'indemnisation du chômage autorise, sous certaines conditions, le cumul partiel des allocations chômage avec les revenus tirés de l'exercice d'un emploi d'attente. Les conséquences en matière d'insertion au marché du travail de cette forme d'activation des dépenses d'as- surance-chômage restent cependant mal connues. L'objet du présent article est de procéder à un examen théorique et empirique des effets de cette mesure. Après avoir rappelé les principales caractéristiques du dispositif réglementaire, nous examinons d'un point de vue théorique les effets possibles du dispositif tant sur la décision d'activité dans un cadre statique que sur la dynamique de recherche d'emploi. Nous procédons ensuite à un examen des difficultés méthodologiques1 que soulève l'évaluation des effets de cette politique d'intéressement. La deuxième partie est consacrée à une synthèse des principaux travaux consacrés à l'effet du dispositif d'intéressement et de la pratique d'activité réduite en matière de retour à l'emploi, tant en France que dans d'autres pays. Enfin, nous dégageons les principales voies de recherche qui devraient être abordées par les travaux futurs. [eng] Since 1986, the French unemployment insurance system allows recipients to partially cumulate unemployment benefits with labor income derived from temporary jobs. The consequences of this compensation scheme for access to regular jobs ar still partly unstudied. The objective of this paper is to provide a theoretical and empirical assessment of this specific feature of labor market policy. We first recall the conditions for access to subsidized temporary jobs. The incentives created by this compensation scheme for acess to temporary job and the longer term consequences for exit out of unemployment are then exa- mined from a theoretical perspective. Lastly we servey available empirical evidence and discuss the scope for future research.
