Renouveau du ferroviaire : y-a-t-il un "modèle italien" ?

Abstract

« Le modèle italien » est le titre d'un ouvrage de Fernand Braudel. Centré sur la période 1450-1650, qu'il qualifiait de « seconde renaissance », le livre évoque aussi « trois Italie » et la capacité de ce pays, par son génie propre, à éclairer toute l'Europe. Peut-on aujourd'hui reprendre cette idée dans le domaine du ferroviaire ? Alors que la Deutsche Bahn vient d'annoncer pour 2015 des pertes de plus d'un milliard d'euros et que la SNCF vient d'inscrire dans ses comptes plus de 12 milliards d'euros de dépréciations d'actifs, le transport ferroviaire évolue en Italie de façon plus positive. Que penser de ce renouveau et peut-on l'ériger en modèle ? Après en avoir présenté les principales composantes, nous répondrons favorablement à cette question, non sans avoir précisé ce qu'il faut entendre par « modèle ».
