Abstract

La question posée ici est la ré-invention dans les conditions actuelles de l'économie, de la solvabilité du monde. En effet, il convient de substituer, économiquement, à la dynamique de l'appauvrissement du plus grand nombre une dynamique de l'enrichissement collectif ce qui implique politiquement une reconstruction de la société internationale sur le principe de la solidarité des peuples. Seule une Initiative Mondiale de Reflation est susceptible de permettre de relever le défi posé à l'humanité. Elle réclame deux ensembles de mesure, les unes d'ordre économique et les autres d'ordre juridique. Elle est un projet de Nouvel Ordre International alternatif à l'actuelle gestion du désordre des nations. Elle se doit d'être un Programme de changement de la nature des relations internationales et un Plan Mondial de Coopération avec le Tiers-monde.
