Abstract

This article reviews the origins of the Lebanese hydraulic mission, emphasizing the relation of water planning to food production. It presents the market and policy effects on the agricultural system and their impact on the country's water resources. The article depicts the shifting trend in agricultural production towards high-value crops, mainly water-intensive fruits intended for export. This production transformation is analyzed in the context of Lebanon's agricultural economy that is characterized by a fragmented and polarized farming structure. The objective of this study is to determine the evolution of irrigation schemes in order to identify the main actors and their decisional components defining the choice of projects and equipment.
