Abstract

"Par quel moyen peut-on parvenir à sortir d'une crise de finances publiques et remettre l'économie dans une trajectoire d'expansion ? Telle est la question que se sont posée, ces dernières années, les gouvernements des pays européens - en particulier en France -, confrontés à une progression forte de leur endettement, à un ralentissement de leur croissance économique et à des doutes grandissants sur la monnaie unique. Après la guerre de 1870-1871, la France s'est trouvée dans une situation qui fait écho, à bien des égards, aux difficultés qu'elle rencontre aujourd'hui : finances publiques dégradées, menaces sur son système monétaire, hausse du poids de la dette et aspiration - du moins d'une partie des experts - à une réforme fiscale d'ampleur.
