La "grande transformation" de l'Allemagne réunifiée dans le contexte européen

Abstract

Avant la chute du mur, l'économie ouest-allemande était donnée en modèle "d'économie de marché coordonnée", dont la genèse et la dynamique pouvaient être comprises en termes de complémentarités entre institutions politiques et institutions économiques et sociales. Mais, au cours de ces vingt dernières années, le capitalisme allemand a subi une série de transformations. Ces changements institutionnels doivent être compris dans le contexte de l'onde longue de la réunification et celui de l'Union économique et Monétaire en Europe. Ils relèvent d'une synergie entre facteurs exogènes donc, mais aussi endogènes et changement politique, impulsée notamment par la stratégie de la " troisième voie " mise en œuvre avec " l'Agenda 2010 " annoncée en mars 2003. Pourtant, les succès relatifs de l'économie allemande, au cœur de la crise, devenue celle de la zone euro, tiennent plus à la réactivation des complémentarités institutionnelles propres au cœur industriel exportateur, qu'au diagnostic économique et à la politique sous-jacente à " l'Agenda 2010 " et aux réformes Hartz. Ces derniers auront rendu la société allemande plus inégalitaire et elles auront malgré tout conduit, en raison de l'échec de la stratégie du " nouveau centre " du SPD de Schröder, la Chancelière Angela Merkel vers un troisième mandat.
