L'euro peut-il devenir une monnaie internationale de premier rang et contribuer à un système monétaire international plus équilibré ?

Abstract

Les interrogations relatives au statut international de l'euro ont suscité des espérances et des craintes : espérances chez ceux qui voyaient dans l'euro l'instrument de la puissance européenne, et chez ceux qui estimaient qu'il contribuerait à bâtir un nouveau système monétaire international plus soutenable et plus équilibré ; craintes chez ceux qui le considéraient comme un concurrent du dollar pouvant affaiblir la puissance américaine (certains hommes politiques et économistes américains), et chez ceux qui pensaient que la stabilité du système monétaire international ne pouvait reposer sur la cohabitation de plusieurs monnaies à l'échelle mondiale. Dans l'état actuel des choses, ni les espérances ni les craintes ne sont concrétisées. L'euro s'est internationalisé, mais il n'est pas prêt de détrôner le dollar. Pour comprendre cela, il convient, dans un premier temps, de rappeler les principales étapes de l'internationalisation de la monnaie européenne, puis, dans un second temps, d'identifier différents écueils qu'il a rencontrés et qui expliquent la formidable résilience du dollar en tant monnaie internationale dominante.
