La devise-clé aujourd'hui : pourquoi "l'impossible trinité" dure-t-elle ?

Abstract

Cette contribution porte sur ce qui peut être qualifié "d'étonnante résistance" du dollar à la crise financière. Celui-ci est plus que jamais la devise-clé du système monétaire international. L'analyse économique de la devise-clé (partie 1) est menée au moyen d'un triangle d'incompatibilité à la Rodrik (Rodrik, 2000, 2001). Le nôtre (qui combine liquidité internationale, devise-clé, équilibre courant) met en évidence les biais qu'il y a nécessairement dans un système d'étalon devise. Il permet aussi de comparer les différents types de biais et les implications de chacun sur l'économie internationale (croissance, inflation,...). Il permet ainsi de pointer synthétiquement ce qui distingue le régime étalon dollar actuel du régime antérieur de Bretton Woods et des régimes de devise-clé plus anciens. L'économie politique (internationale) de la devise-clé consiste, elle, à introduire un facteur d'asymétrie (de puissance) dans le triangle d'incompatibilités précédent et à en tirer les enseignements au sujet du système dollar (partie 2). Partant du modèle du leadership de C.P. Kindleberger (1973, 1986), on décrit différentes figues de jeu (depuis celle du jeu "bully" avec "leader bienveillant" jusqu'à sa métamorphose en jeu coercitif) pour aboutir à une possible explication de "l'étonnante résistance du dollar" et au faible empressement des autres puissances à prendre le relai des États-Unis dans la fourniture de ce bien public global.
