Analyse de l'évolution d'une mesure favorable à l'ancrage territorial des entreprises en France

Abstract

Depuis les années 1980, en France, les gouvernements successifs ont tenté d'enrayer le départ des entreprises françaises. Le gouvernement français actuel a fait du combat pour que "l'on garde des usines en France" l'un de ses thèmes de prédilection. L'appel à la relocalisation des usines et à la défense de la production industrielle, est un des thèmes majeurs de la campagne électorale pour la Présidence de 2012. Tous les candidats défendent " une grande politique de relocalisation des productions ". Pour ce faire, les autorités publiques françaises élaborent des dispositifs d'attraction de nouvelles entreprises et activités et des dispositifs de fidélisation, qui visent à retenir les entreprises sur le territoire. Parmi ces dernières, le crédit d'impôt à la relocalisation (mis en place par Jean-Pierre Raffarin et entré en vigueur du 01/01/2005 au 31/12/2006) et la prime à la relocalisation (mise en place en 2010, la première entreprise bénéficiaire a été la fonderie Loiselet) ont bénéficié d'une large publicité dans les medias mais semblent avoir trouvé peu d'échos auprès des éventuelles entreprises bénéficiaires. Ces deux mesures ont disparu en faveur d'autres dispositifs, d'une portée plus larges, moins ciblés sur la relocalisation, mais concernant la réindustrialisation du territoire. nous allons donc essayer de comprendre pourquoi ces mesures ont évolué et en quoi consiste l'originalité des mesures qui les ont remplacées.
