Abstract

Cet article a pour objet d'évaluer l'impact de l'acte I de la décentralisation française sur le niveau des dépenses publiques. Nous estimons pour cela le modèle économétrique initie par Oates [1972] sur la période 1960-2006, en tenant compte des différents facteurs explicatifs de la taille des gouvernements (loi de Wagner, ralentissement de la croissance, etc.). Les résultats de nos estimations mettent en évidence trois phénomènes : (1) la décentralisation des dépenses publiques restreint la taille globale du secteur public ; (2) le transfert de compétences qui a eu lieu lors des années quatre-vingt a atténué l'impact attendu de la décentralisation ; (3) la décentralisation des recettes fiscales a un impact positif sur la taille du secteur public.
