La modernisation des services municipaux : étude de cas sur le rôle des tableaux de bord de service d'une grande ville

Abstract

l'objet de l'étude se centrera sur l'outil "tableau de bord" mis en place dans les différents services d'une grande ville (200.000 habitants). L'étude de cet instrument d'évaluation des performances soulève le problème du développement de la transversalité entre GRH et contrôle de gestion dans le cadre des collectivités locales. Nous partons de l'hypothèse que l'augmentation de la transversalité entre les deux activités permet d'accroître la qualité du service public ou pour le moins de mieux appréhender la facette interne souvent délaissée au profit de l'usager. Une conception conjointe des dispositifs d'évaluation de GRH et de contrôle de gestion permet d'obtenir un maximum de cohérence susceptible de clarifier les perceptions de la performance (Bourguignon, 1998) et par là même de la qualité.
