ISO 26 000 : quelle contribution à la qualité sociétale des entreprises dans une économie de marché mondialisée ?

Abstract

L'auteur livre une analyse économique de la valeur ajoutée de la norme ISO 26 000 quant à sa capacité de régulation de la responsabilité sociétale des firmes multinationales en économie de marché. Dans quelle mesure cette norme peut-elle faire évoluer les comportements, par la contrainte ou par l'intérêt qu'elle produit ? Il rappelle que la réponse dépend de la capacité des acteurs économiques à faire jouer la norme comme une sanction d'ordre à la fois économique et juridique : pénaliser les "fauteurs" ou "valoriser" les méritants en évaluant d'une part l'objectif affiché (l'identité de la qualité comportementale RSE) et d'autre part l'adéquation des pratiques à ces objectifs (problème de la conformité). L'économie politique de la norme ISO 26 000 révèle un progrès en matière d'information sur l'identité de la qualité RSE mais une fragilité en matière d'information et de contrôle sur la conformité. D'où un doute sur la capacité de la norme ISO 26 000 à devenir un signe de qualité efficace.
