Abstract

La qualité des services d'orientation est un enjeu crucial de politique publique au sein des pays de l'OCDE. En vue de la garantir, certains pays développent des référentiels de compétences, instaurent des mécanismes marchands ou des normes particulières de gestion. En France, la segmentation du système est un obstacle à l'amélioration de la qualité et à la visibilité des services pour les citoyens. Diverses initiatives, nationales et régionales, cherchent à mieux garantir la qualité par la mise en oeuvre d'une politique cohérente d'orientation tout au long de la vie. Ces démarches soulèvent cependant des questions qui font aujourd'hui débat : faut-il privilégier des normes de qualité transversales ou spécialisées par publics ? Doit-on décentraliser pour favoriser la proximité et quelles procédures d'évaluation adopter ?
