Abstract

Longtemps symbole du service public à la française, le secteur des transports a connu depuis une trentaine d'années de multiples évolutions dans les pays de l'OCDE. Outre le mouvement de libéralisation qui a concerné l'ensemble des services publics, les transports ont également dû faire face à l'émergence de nouveaux défis, comme ceux de la saturation de l'offre face à une demande constamment en hausse. Après un rappel des fondements et de la remise en cause des services publics de transport collectif, Yves Crozet analyse leurs nouvelles logiques d'organisation. Si le caractère non marchand et la place de l'État ont largement régressé, les transports ne sont pas pour autant devenus des services régulés exclusivement par le marché. L'intervention publique a pris de nouvelles formes, mieux adaptées aux nouveaux enjeux du secteur.
