Abstract

Un développement durable doit assurer la bonne qualité des éléments essentiels à la vie quotidienne. Les autorités locales sont chargées d'y veiller pour leur territoire. Mais le cadre réglementaire et de plus en plus souvent les outils techniques, sont élaborés au niveau européen. Les consignes semblent parfois difficiles à suivre sur le terrain. L'accord sur les indicateurs à utiliser est souvent obtenu par des voies plus politiques que techniques. La capacité de communiquer les résultats des mesures aux habitants ou aux usagers de la ville, et d'obtenir à partir de là les comportements attendus, reste à prouver. Et pourtant des avancées existent ; les grandes villes arrivent à cartographier certaines nuisances, en particulier le bruit et la qualité de l'air. Mais il faut alors qu'elles aient décidé de désigner clairement les coupables, et de braquer sur eux le phare de la mesure. Celle-ci n'a pas toujours alors l'objectivité que souhaiteraient les scientifiques.Huit études de cas ont été réalisées dans les villes de Paris (bruit), Lyon (air, bruit), Turin (air), Birmingham (air), Hanovre (air et bruit), Milan (air et bruit), Marseille (air) et coordonnées par Philippe Zittoun chercheur au laboratoire d'économie des transports à Lyon et à l'Institut d'études politiques de Grenoble. Quelles sont les conditions pour qu'un indicateur puisse être un véritable instrument de pouvoir, puisse légitimer une politique et l'aider à définir ses contours pratiques ?
