Encastrement social et usages de l'Internet : une analyse jointe du commerce et de l'administration électronique

Abstract

Il convient de bien différencier la question de l'adoption de celle de l'usage que l'on fait de l'Internet. Si la première ligne de fracture, celle de l'adoption, trouve son explication dans des déterminants d'ordre économique, les usages apparaissent quant à eux largement déterminés par des variables d'interactions non-marchandes et des aptitudes cognitives. Précisément, nous avançons que la fracture de second niveau se fonde sur l'encastrement social de l'usage. Nous illustrons ce point par l'analyse jointe de deux usages. Nous montrons que les pratiques du commerce électronique et de l'administration électronique sont non corrélées et que les variables d'encastrement sont discriminantes. Aussi, la fracture de second niveau ne peut être posée comme telle mais doit renvoyer à un usage en particulier. Combler les fossés numériques doit donc passer par une stimulation des différents niveaux de capital individuels.
