La construction européenne et la Russie : de la confrontation au partenariat ?

Abstract

Les relations entre la CEE/UE et l'Union soviétique/Russie correspondent à une nécessité géostratégique souvent surdéterminée par des considérations internationales. Deux phases se succèdent. Une première phase se caractérise par une absence de coopération avec la Russie voire durant certaines périodes par une résurgence de l'hostilité antérieure. Cette période est suivie par une époque de partenariat dont nous pensons qu'elle s'achève pour éventuellement être remplacée par un temps de coopération. Nous examinerons donc la période de non coopération puis la période de partenariat pour nous interroger en conclusion sur cette nouvelle ère de coopération. Le passage d'une phase à l'autre ne se marque pas des ruptures brutales mais bien plutôt par des inflexions capitalisant l'expérience acquise dans la période précédente en les intégrant dans une nouvelle approche.
