Abstract

Can one modernize the public services like one does it for the firms? By taking the example of the military system – exemplary case of service in the service, for the service of the nation and its defense - this book clarifies the limits of the process of modernization, the organisational constraints and the existing power relations. The comparison with Germany shows that the in addition to-Rhine one deals with more industrial model, where the concept of trade is used as reference. On the other hand, in France, soldiers are defined more as committed in the service of the nation than professional of the military thing. One comes from there thus, in spite of unquestionable similarities between the two countries, to see appearing two designs of the public services, which return to two economic and social systems appreciably different, with an opposition between the primacy of the market and that of the institutions. Any modernization would have, in fact, to take account of the culture and the specific structures of the systems to which it relates. In spite of a general tendency to the convergence of the various types of organization, between the public and the private, even at the European level, one can only note the contingency of the solutions or the adopted compromises.
