Abstract

La politique d'ouverture sélective suivie depuis 1978 par la Chine avait pour objectif l'attraction des investissement directs étrangers et la réalisation d'une dynamique de transfert de technologies maîtrisée par un code strict des investissements étrangers conduisant à un développement de joint-ventures. Cette politique a permis au pays de s'ouvrir de manière sélective et d'enregistrer une dynamique de croissance spectaculaire durant les deux dernières décennies. Depuis l'adhésion de la Chine fin 2001, la déréglementation en cours participe toutefois à une diminution du pouvoir de contrôle des autorités sur l'implantation des activités étrangères. Cela amène à la question suivante : le transfert de technologies étrangères vers les entreprises chinoises va-t-il se développer ou au contraire s'infléchir au profit d'investissement sous contrôle étrangers ?
